Research on railway emergency command communication system based on high-throughput satellite

Abstract: In order to solve the problem of ″no network, no road, no electricity″ in emergency command of railway accidents, the needs and goals of China's railway emergency communication were analyzed, and an emergency command network of public-private communications was built. Then, large-bandwidth satellite was accessed through China's first high-throughput satellite ″Zhongxing 16#″, and wireless broadband coverage in emergency sites was achieved by adopting LTE wireless broadband technology. Finally, a multimedia emergency command system was developed based on mission critical (MC) technology, and network side and terminal side were encrypted by security encryption technology so as to provide a safe and reliable communication mechanism. The results show that the established public-private emergency communication network can deliver basic services such as voice and short data, and support on-site high-definition video, high-speed data transmission and other functions. Its enhanced perception of accident progress and information sharing capability can assist emergency commander at all levels in accident analysis and decision-making.
